The Demise of the 28-Clause Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the announcement of a new comprehensive peace framework for ending the war appeared – temporarily – to have been stabilised. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of conflicting incidents captured the bleak nature of the outgoing year. By day, negotiation efforts are fought: optimistic declarations are released from different nations. Significant resources is expended on restraining particular approaches. By night, Moscow brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "peace".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability enabled by timely intelligence. From observation points, defense planes that had been deployed to engage hostile guided weapons roared overhead – advanced fighter aircraft supplied to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense engaged: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, probably delivered by partner states. Every firing shakes the surroundings, causing tremors. The moment of terror quickly transforms into sober acceptance: perhaps the hostile projectile won't cause damage this time, sparing the city from catastrophe and another blackout.

Continuous Dangers

Soon after, a heavy machine gun engaged a aerial vehicle somewhere nearby, part of a mobile-fire group – most likely Western-made equipment. Sadly, the bullets missed the opposing UAV – it continued its flight toward its target.

With pauses, this continued until dawn. Kyiv awoke to the morning news: seven people killed, devastation and infrastructure problems in multiple buildings as a result of the night's assault. As always, everyone still continued their routines – living the war. But those entire period encapsulated Ukraine's critical military reliance on international aid – a reliance that neighboring countries are clearly incapable to substitute in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from American leadership provoked deep reactions, debate and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.

Every new initiative from American administration follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually achieve victory. This pattern will, certainly, endure.

Strategic Calculations

It is tempting to accuse certain parties of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. American leadership works based on a premise familiar among international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The American government assumes that it is impossible to compel Moscow to surrender the territory that it presently holds in Ukraine's south or east.

The challenge is that while recognising this factual reality, US leadership does nothing to deter Moscow, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its advantage in the near future.

Conflicting Perspectives

Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their incentive to agree to terms that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing people and territory but avoiding a entire defensive failure until conditions improve in its advantage.

Current Realities

Objectively, there are no real preconditions for a truce. Now, individual motivations are coming into play: leadership ambitions to mediate resolution and secure international recognition, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unworkable, so that their focus does not move to homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a only one week to terminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, latest revelations, all did their job.

While new initiatives based on previous concepts are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, mainly require sustained allied backing.
