AI assistants have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democratic processes just over a week before the country’s general election.
Testing Reveals Consistent Bias in AI Suggestions
The four chatbots evaluated by the AP “often end up with the same two parties”, regardless of the voter’s inquiry or input, the regulator noted in a analysis published ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Some parties, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query precisely aligns with the positions of these political entities, the study pointed out.
Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance
The deputy head of the AP, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that did not necessarily align with their ideological beliefs, she emphasized.
“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against using AI chatbots for voting advice, as their functioning is opaque and hard to confirm.”
Voting Background and Party Dynamics
Netherlands citizens vote on 29 October in an election that will be closely watched across the continent for the performance of the PVV.
The far-right party of Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA seems to be closing, with numerous electors yet to make up their minds.
All major parties have rejected a coalition with the PVV, meaning the runner-up party is highly probable to supply the future head of government.
Inadvertent Prejudice Linked to Chatbot Functioning
The authority stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
